2026 Benefits Update
Anthem Blue Cross Blue Shield
Con Edison is changing its medical provider from Cigna to Anthem Blue Cross Blue Shield, effective January 1, 2026. The pharmacy administrator will continue to be CVS Caremark and SilverScript.
If you’d like to continue with the same plan, no further action is required. Anthem will replace Cigna as your healthcare provider effective January 1, 2026.
- We are moving from Cigna to Anthem Blue Cross Blue Shield (BCBS) as our medical plan vendor which is available in all 50 states.
- Your medical plan’s design is not changing.
- Anthem offers a vast provider network with a 98% overlap with current Cigna providers.
- You’ll receive a new medical ID card for medical benefits.
- CVS Caremark/SilverScript will continue to administer your prescription drug coverage.
- Anthem’s enhanced service model includes personalized support from an Anthem Guide.
Student Status
Student status verification is no longer required. Effective January 1, 2026, retirees can cover dependents up to age 23, regardless of full-time student status. Benefits for those dependents will automatically terminate on the last day of the month of their dependents’ 23rd birthday.
Legal Sheild
For Retirees currently enrolled in LegalShield, there is no action needed to continue the coverage for 2026. If you are currently not enrolled and would like
to enroll, please refer to the LegalShield flyer below.
Open Enrollment
Retiree Open Enrollment will be November 19 to December 3, 2025. The annual open enrollment mailing to retirees will go out in early November.
Medicare Eligible Employees and Dependents
If you or your dependents are Medicare eligible, you must enroll in Medicare A&B to be eligible for Retiree Healthcare through Orange and Rockland Utilities, Inc. You will also need to provide our office with a copy of you or your dependent’s Medicare card. Medicare Coverage will be primary and CIGNA will be your secondary insurance. Failure to provide your Medicare card will result in loss of coverage.
Spousal Medical Benefits in the Event of Your Death*
In the event of your death, your spouse may continue coverage by paying the required premiums. Medical, vision, and prescription coverage's may be continued for your spouse, provided he or she is not enrolled in any other group health insurance plan(s). You should note that you must have been married to your spouse at the time of retirement in order for them to be eligible for healthcare coverage upon your death.

As a retiree covered under one of the health plans offered by Orange & Rockland Utilities, we are required to notify you of the privacy practices that will be followed by the companies and the health plans under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) to protect your personal health information (PHI). Privacy practices to protect your PHI went into effect on April 14, 2003 and continue to date.
The United States Department of Health and Human Services has issued final rules to implement statutory amendments under the Health Information Technology for Economic and Clinical Health (HITECH) and privacy protections for genetic information under the Genetic Information Nondiscrimination Act of 2008 (GINA).
Under the law and privacy practices, we have the responsibility to protect the privacy of your PHI by:

* Limiting how we may use or disclose your PHI.
* Explaining our legal duties and privacy practices.
* Adhering to these privacy practices.
* Informing you of your legal rights.
